TBC’s ICBC Vendor and Recovery Network Opt-Out Message
Recently, ICBC introduced a set of terms and conditions that health care providers in BC must by default comply with if they want to continue to treat and serve patients who were injured in a motor vehicle incident in BC. These terms and conditions are a massive overreach of power in an already very challenging health care landscape in BC and as such, I have decided to opt my clinic The Balanced Collective, out of our vendor number. Below is a copy of the email I sent to ICBC.

Dear ICBC Provider Services,
I am writing to formally notify ICBC of my decision to opt out of the Health Care Services Provider Agreement and Recovery Network and to close my vendor account (number xxxxxxx), effective March 22nd, 2025.
After careful review of the revised terms and conditions set to take effect on March 22, 2025, our team has determined that these terms are not aligned with the ethical and financial responsibilities of our clinic to our clients. Specifically, our concerns include:
Unilateral Changes & Lack of Negotiation: The agreement allows ICBC to modify terms without provider consultation, creating financial and operational instability.
Intrusive Oversight & Privacy Risks: ICBC’s ability to conduct on-site audits, enforce KPIs, and access clinic records and electronic devices without clear guidelines presents significant concerns for patient confidentiality and clinic autonomy.
Unfair Financial & Administrative Burdens: Restrictions on billing, increased administrative requirements, repayment risks and continued uncompensated reporting obligations make continued participation unsustainable.
Disproportionate Liability on Clinic Owners: The agreement places full compliance responsibility on clinic owners without clear recourse or support, exposing clinics to undue risk.
Given these conditions and the risks and uncertainty they present moving forward, we can no longer justify maintaining a vendor number. Please confirm the steps required to complete the closure of this vendor account and ensure that no future claims or transactions are processed under my clinic’s ICBC provider number after the effective date.
On a personal note, I am deeply concerned that these changes will negatively impact patients. If ICBC were open to negotiation, we might find an agreeable set of terms that allows us, as healthcare professionals, to continue providing quality care. I chose physiotherapy because I care about people above all else — even financial considerations — and I refuse to compromise my ethics and values for the sake of maintaining an ICBC vendor number.
